Unit looked good out of the box. But once I installed it, I found that there was only 0.34v output consistently. The screen reads the output changing from 0-100%, but voltage does not change. How can I contact seller for warranty, returns, or a new unit?

Did not work. No insulation around contacts will likely short out and could cause shorts.
