Lugs are not supposed to twist/turn or move at all, should be completely fixed. Not so with the set I purchased. Ended up building our own for better quality and price.

I needed 8mm which is the same as 5/16" so these were perfect. I also only wanted 8 inch so there was not too much etra. Nice product, I recommend it.
